How to set up an Espai de Cultura Viva in Barcelona

Requirements, procedure, timelines and 2026 municipal grants

Updated 19 August 2026

An Espai de Cultura Viva (literally “Life Culture Venue”) is not a stand-alone licence but a complementary category that allows a stable cultural programme to be incorporated into certain small-format establishments. The key is to coordinate the cultural project, the technical adaptation of the premises and the administrative procedure from the outset.

In shorta principal activity is required, together with a maximum capacity currently set at 150 people, a minimum annual programme of activities, collaboration with two associations, compliance with the technical and acoustic requirements, and a new Prior Notification — a self-certification or prior notification system with immediate commencement rights — supported by certification from an accredited inspection body (EAC).

1. What an Espai de Cultura Viva is – and what it is not

The municipal Espai de Cultura Viva category is designed for small-format establishments and premises that run a stable cultural programme linked to live music, the performing arts, contemporary art or popular culture, with a community-building role in their local area and a commitment to diversity.

Legally, it is a complementary activity: it neither replaces the enabling title (título habilitante) of the principal activity nor allows the applicable regulations to be disregarded. On any matter not regulated by the specific ordinance, the concert-venue regime of Decree 112/2010 also applies.

Which principal activities are eligible?

  • food and drink establishments (activitats de restauració);
  • music bar and café-theatre;
  • cinema and theatre;
  • music restaurant;
  • cultural dissemination venue;
  • art gallery;
  • bookshop.

The category can also be incorporated into a newly opened establishment, but the principal activity must belong to one of these categories and obtain its own enabling title. In existing establishments, incorporating an Espai de Cultura Viva generates a new administrative file (expedient) for the principal activity and the complementary activity taken together.

Checkpoint: if the principal activity actually carried out on the premises does not match the one recorded in the enabling title, it is advisable to regularise this discrepancy first. The Espai de Cultura Viva Prior Notification requires both activities to be verified.

2. Cultural and documentary requirements

Capacity and local character

The maximum capacity currently in force is 150 people for the establishment as a whole. The project must describe, in verifiable terms, the venue’s roots in its local area, its closeness to its audience and its role in fostering social cohesion and citizen participation driven by culture.

Minimum programme

  • General rule: a specific programme of at least 40 activities per calendar year must be evidenced.
  • Initial alternative: at least 20 specific proposals may be submitted, together with a responsible declaration (declaració responsable) committing to reach 40 activities.
  • If the application is submitted once the year is under way, the minimums are pro-rated.
  • Supporting documentation must be kept available to the municipal inspection services for at least three years.

Collaboration with associations

Collaboration with at least two associations (entitats associatives) of the municipality of Barcelona, in furtherance of those associations’ purposes, must be evidenced by contractual documents. Generic letters of support are not sufficient: it is preferable to specify the purpose, activities, schedule, commitments and term of the collaboration.

Ancillary bar service

Establishments that do not hold an enabling title as a bar, café, restaurant or food and drink establishment may operate an ancillary bar service provided it takes up no more than 35% of the total floor area. It may operate only when a cultural activity is scheduled, from one hour before it starts until one hour after it ends.

Possible extension of floor area

Establishments included in the category may apply for an extension intended to improve the services, safety and cultural use of the premises, provided it does not exceed 50% of the total floor area. This provision does not remove the need to process the corresponding works authorisation, urban-planning compatibility and technical modification.

3. Live music: Type A, B or C

Where the project includes live music, the corresponding acoustic category must be chosen and the premises designed on that basis. The classification does not depend on the name of the instrument but on the actual use of amplification and on the sound level.

CategoryDefinitionMain requirements
Type AAmplified music up to 105 dB(A) at source.Minimum façade sound insulation of 45 dB(A); doors and windows kept closed; sealed double door (acoustic lobby) or equivalent; sound limiter-recorder; warning sign; emission forecast, description of performances and instruments; insulation and immission measurements.
Type BSemi-amplified music using small equipment, not exceeding 94 dB(A) at source.Minimum façade sound insulation of 35 dB(A); doors and windows kept closed; double door; sound limiter-recorder; at least one audio line — or the mixing-desk output — routed through the limiter; warning sign; acoustic forecast and measurements.
Type CAcoustic or non-amplified music, with no electronic amplification of any kind.The specific limiter requirements of Types A and B do not apply, but the general noise immission limits and all other applicable technical regulations must be observed.
Important: the double door is required in the space where Type A or Type B music takes place. If the cultural area coincides wholly or partly with the principal activity, the double door must protect the shared area. Any equivalent technical solution must be justified in the project and validated in the certification; it must not be taken as accepted in advance.

4. Capacity, evacuation, accessibility and ventilation

  • Clear height: 2.50 m in the habitable spaces affected by the new activity; this may be reduced by 10 cm on the terms permitted by the Environmental Ordinance (Ordenança de Medi Ambient).
  • Toilets, accessibility and ventilation: if the Espai de Cultura Viva increases the capacity of the principal activity, the provision of toilet facilities must be recalculated, accessibility requirements met and the air-renewal rate verified for the new occupancy.
  • Variable capacity: capacity may be adapted to the layout of the room and to each type of activity, provided the Technical Building Code (Código Técnico de la Edificación, CTE) and the evacuation conditions are complied with.
  • Capacity sign: the maximum capacity with the Espai de Cultura Viva activity and the capacity without it must be displayed visibly at the entrance.

Indicative occupancy calculation

  • seated spectators with seats defined in the project: 1 person per seat;
  • seated spectators without defined seats: 0.50 m² per person;
  • standing spectators: 0.25 m² per person, counting 80% of the occupied area as usable floor area.

Premises may have a single exit only if they simultaneously comply with the occupancy, travel-distance and evacuation-height limits of Basic Document DB-SI (Fire Safety) of the CTE. As a working rule: total occupancy not exceeding 100 people; travel distance to the exit not exceeding 25 m; and evacuation height within the regulatory limits. There are specific exceptions and reductions, particularly for upward evacuation, which the qualified professional must check case by case.

Adjoining dwellings: adjoining a dwelling does not in itself preclude the category, but failure to comply with the immission limits may result in the immediate impossibility of continuing the cultural activity and the initiation of proceedings to revoke the enabling title.

5. Administrative procedure, step by step

  1. Assessment of the existing title. Check the authorised principal activity, the capacity, the plans, the specific conditions and whether there are any subsequent works or modifications not incorporated into the file.
  2. Prior activity enquiry (consulta prèvia d’activitats). Submit the municipal online enquiry with the location, the activity classification code (epígraf) and the project parameters. The result determines the applicable administrative intervention regime, compatibility and the documentary roadmap (full de ruta). The code obtained is valid for six months.
  3. Definition of the cultural project. Prepare the minimum programme, the report on local roots and community-building, and the agreements with two associations.
  4. Technical and acoustic project. A qualified professional (tècnic competent) must substantiate the principal and complementary activities, capacity, evacuation, fire safety, accessibility, ventilation, clear height, double door and, where applicable, sound insulation, limiter and immission measurements.
  5. Works and installations. Carry out the necessary works, having first processed the applicable works authorisation (títol d’obres). It is not prudent to order equipment or implement definitive acoustic solutions without a project.
  6. Certification by the inspection body. Once the works are complete, an inspection body accredited by the Administration (entitat col·laboradora de l’Administració, EAC) must verify compliance with the project and with the applicable general, sector-specific and technical regulations.
  7. New Prior Notification. Submit online the registration (alta) or notification of the principal activity plus the Espai de Cultura Viva, with a digital certificate, the enquiry code and all the documentation required by the roadmap. A new file number is generated.
  8. Commencement of the activity. The activity may commence once the Prior Notification procedure has been completed. It is important to keep the proof of submission and all other documentation. The Administration will verify compliance and, if it detects deficiencies or errors that can be rectified, may formally require the interested party to rectify them.

Official processing: eActivitats — licences, notifications and prior enquiry.

6. Document checklist

  • enabling title and background records of the principal activity;
  • result and valid code of the prior activity enquiry;
  • complete technical project and final certificate from the qualified professional;
  • favourable certification from the inspection body (EAC);
  • acoustic project or study, limiter-recorder certificate and measurements, where applicable;
  • cultural report and annual programme with specific activities;
  • responsible declaration committing to reach 40 activities, if only 20 are submitted;
  • collaboration agreements with at least two Barcelona associations;
  • plans showing uses, floor areas, furniture, capacities and evacuation routes;
  • works authorisation and installation certificates, where required;
  • declarations and civil liability insurance required by the roadmap;
  • capacity signs and sound-level warning signs, where applicable.

7. Current hours and reform in progress

As at today, 18 August 2026: the Espai de Cultura Viva complementary activity may only be carried out, at most, between 12.00 and 23.00. If the principal activity is subject to more restricted hours, the more restrictive limit prevails.

The City Council is processing a reform to increase the capacity and extend the hours of certain acoustic or non-amplified concerts. A 2025 draft proposed raising the capacity to 200 people and allowing non-amplified music and Type C until 1.00 a.m. However, that text is not in force and the procedure has been restarted.

The second preliminary public consultation is open from 3 to 31 August 2026. The final section of the municipal information document contains an erroneous date — 31 March 2025 — whereas the file page and the participation link correctly state 31 August 2026.

Official tracking: ordinance amendment file.

Practical consequence: until the amendment is definitively approved, published and in force, no venue may apply in advance either the 200-person capacity or the 1.00 a.m. closing time.

8. 2026 municipal grants

As at the date of this update, there are two particularly relevant calls for applications from the Institut de Cultura de Barcelona (ICUB). The application period for both runs from 30 July to 9 September 2026, inclusive. Legal entities must submit their application online, and only one application per establishment is admitted under each call.

Call for applicationsCoverage for the Espai de Cultura VivaCap
Investment in private creative venues, bookshops and cinemas — Strand BEAC certification up to 90%; regulatory-compliance works, soundproofing, accessibility and safety up to 75%; other works and technical equipment up to 50%.€50,000 per application; Strand B budget allocation: €75,000.
Investment in live music venues — Strand AAcoustic studies and limiters up to 75%; regulatory-compliance works up to 75%; other works and live-music technical equipment up to 50%.€50,000 per application; Strand A budget allocation: €75,000.

Common conditions worth bearing in mind

  • investments must be carried out between 1 January 2026 and 30 September 2027;
  • the deadline for submitting the expenditure justification is 30 November 2027;
  • priority is given to soundproofing, fire safety, accessibility and removal of barriers; under the live-music call, also to acoustic studies and limiters;
  • no other ICUB grant may be obtained for the same project;
  • the award of a grant does not replace any licence, notification, certificate or technical authorisation.

Official calls: Investment in private creative venues, bookshops and cinemas 2026 · Investment in live music venues 2026.

Note on capacity: the 2026 call pages describe the eligible strands as venues with a capacity of fewer than 150 people, whereas the ordinance in force defines the Espai de Cultura Viva with a maximum of 150. The full wording of the grant rules (bases) must be reviewed and, if necessary, a query submitted to ICUB before filing the application.

9. Recommended work plan

  1. Week 1 — feasibility. Retrieve the file and plans, carry out a technical site visit, cross-check the actual use against the enabling title and launch the prior enquiry.
  2. Weeks 2–3 — definition. Finalise the Type A/B/C category, capacities, cultural programme, partner associations and preliminary acoustic design.
  3. Weeks 3–6 — project and quotations. Draft the project, obtain comparable quotations and decide whether to apply for a grant before incurring non-reversible expenditure.
  4. Execution — works and installations. Coordinate works, limiter, ventilation, accessibility, fire safety and double door; document changes and certificates.
  5. Close-out — EAC and Prior Notification. Undergo the inspection, remedy any deficiencies, obtain favourable certification and submit the complete new Prior Notification.
  6. Operation — ongoing compliance. Monitor capacities and hours, keep records and agreements, review the programme and have a noise-complaint protocol in place.

10. Frequently asked questions

Can I hold concerts with just a bar or bookshop licence?

Not on a regular basis under this regime. Live music as a complementary activity requires obtaining the Espai de Cultura Viva category by means of the new Prior Notification and the corresponding certification.

Does the category automatically allow me to reach 150 people?

No. 150 is the regulatory maximum, not a capacity granted by default. The actual capacity derives from the project, the floor area, evacuation, toilet facilities, accessibility and ventilation.

Can I stay open until 1.00 a.m. if the music is acoustic?

Not yet. This extension is part of a reform currently in progress. The limit in force for the complementary activity is 23.00.

Can the grant cover the cost of EAC certification?

Yes. Strand B of the call for investment in private creative venues provides for up to 90% of the certification cost, subject to the requirements and limits of the call.

Is a grant equivalent to authorisation of the activity?

No. The award of the grant and the enabling title are independent procedures.

Do the land-use plans (plans d’usos) prevent the category from being added?

For existing, duly authorised activities, the final provision excludes the application of the location conditions of the special land-use plans that were in force when the reform entered into force. For new openings, the compatibility of the principal activity must be analysed under the applicable land-use plan.
